Necromantic Master is a label given to using your advanced necromantic ability to banish (or consume) enemies in the Necromancer's Tower. It is acquired automatically as you read the runes in the Necromancer's Tower.
Despite the way it is applied it is not actually a skill or perk, and does not have a description of otherwise show up in the character menu.
