Gun Manor should be staffed by 11 employees. The haunting situation, however, means that none of them are currently performing their required duties. A major questline thus involves freeing (or convincing) each employee to return to work.
Getting the staff back to work enables the associated interactions in the Gun Manor Visitor Center.
